The full context of his statement, found in his work Homilies on the First Epistle of John (Tract 7, §8), clarifies its meaning:
"Love, and do what you will. If you are silent, be silent with love; if you speak, speak with love; if you correct, correct with love; if you pardon, pardon with love. Let love be rooted in you, and from this root, nothing but good can grow."
